Insurance is a really fucking good idea if you drive and could face effectively unlimited liability if you kill or, worse, injure someone. It's also a good idea in some other situations where $replacement_cost >> $personal_liquidity.
This doesn't look like one of those situations. It sounds more like this guy wants to catch the criminal than that he wants reimbursement for his $1000 laptop.
Yes. Millions of batteries connected to the power system is a good thing. In some way it's like building massive amounts of pumped storage.

This might surprise you but often the coal plant will be paying to keep running. The costs of shutting down and starting up again are large for coal plants, so it's in their interests to keep generating around the clock, even if it means they have to pay, rather than get paid, sometimes.
