Lastly, if you are homeless I doubt you are travelling to different countries. Perhaps in a cargo crate or over a fence, but I doubt you'll be booking in coach.

The cost differential has nothing to do with 911 services, it has to do with antiquated POTS reliance and a lot of loss-leading services. Simply put, VoIP is more efficient.
Lastly, Vonage isn't stealing customers. They and others are convincing others to join (much of that is based on the price-points). The fact that people are no longer bound to stick with one of the Bells in traditional POTS format is due to competition and innovation.
A lot of IT departments have neither the staff nor the patience to build each PC on their own. Considering the tiny profit to be made off PC building, it's much more sensible to focus on projects, rollouts, etc. Tack on the fact that most IT folks don't want to spend hours trying to RMA failed mobos from random vendors, and Dell/IBM/whoever else make a lot of sense in the long run.
