Could be something to do with how they have had all of about three or four ORIGINAL episodic plotlines going around so far and they just kinda change the make-up on the alien's faces.

Huh this makes no sense, do you mean that the system then calls you up on that other phone when you are out if you get a call (thus incuring both cell phone AND the charges of this device), which would offer, err, heh, no benefits over a cell phone (except for when you are at home).

From what I can tell though, these aliens where otherwise on equal par with the Enterprise in terms of technology, the Enterprise staff was easily able to fix their stuff, which would not have been so if the alien's tech culture was way ahead of what the Enterprise team knew how to play around with. (remember the difficulties Scotty had when he went just from TOS to TNG? Imagine what He would have been like going from TOS to Voyager! Even if it is only another half generation or so of technological advances!)

Not to mention the entire "Hollo emitters setup through entire ship. . ." thing.

If they where like stupid "do this do that" Holograms (and the girl does admit that they have to follow her orders) then I could understand it, but the entire thing is screwed over when the old guy says that "They could joke, they could laugh, they where our friends"

Joking and telling stories and such requires a very complex holomatrix. (I think that is what voyager called them, heh, whatever)

TNG (until like the last few episodes) had great original plot lines with new ideas and topics that where not previously thought up of. Enterprise so far just has a bunch of humanoids running around occasionally tricking the Enterprise staff into giving them their help.
