Nothing wrong with them requiring VB skills from the beginning if they want their new developer to be able to hit the ground running. Sure, maybe you could get up to speed after a few months or even weeks, but if they don't have that time (read: money) to spare it's their choice.
So what? The whole "because you can do something therefore it's OK" argument is ridiculous, unless you simply ignore the concepts of law, justice, society and morality altogether (i.e. you're a Hell's Angel or extreme libertarian).

They need more transparency and a much higher level of technical (hell, any) knowledge and expertise in the legislatures.
Problem is, people who enter the halls of Congress automatically get infected by a virus which corrupts their ethics. It has been shown that even a complete reinstall/reboot of Congressmen doesn't fix the problem, indicating that the malicious code is embedded somewhere in the genetic firmware of human nature.
USA Rail prices are reasonable if you are traveling a lot in a given period and don't mind (or actually want) to take the train. I actually used a 30-day pass to travel across the country (round trip). I would highly recommend it.
Then there's the pay structure. It's almost as if some places want to pay as much as possible for work (paid overtime for panic fixes) or intend it to take as long as possible (long unproductive unpaid overtime). A better approach would be to pay for results, and damn the work time spent to achieve them, provided they meet the schedule. A 20 hour week can be as productive as a 40 hour week, and more productive than a 60 hour week.
If you want to pay for results, hire a consultant.
