The future is not in chemical rockets. Period.
The future is in a space SHIP. Not a throw away tin can, or a floating log cabin like ISS.
An actual ship consists of...
1. A very powerful and long lasting power source. Think naval reactors or other self contained, compact reactors. We are talking 80 megawatts of power or more. The more the better.
2. Indefinitely sustainable environmental system. So recycling everything from your breath to last night's dinner you just finished processing.
3. Magnetic Shielding. People poo poo that, but it has been modeled
4. "Artificial" gravity. Actually, a huge centrifuge for the living/working quarters.
5. Lastly...engines. Banks of ion engines, the infamous and yet to be proven EM drive, or who knows what else.
All of these things are within our reach and $23 billion would go a long way towards bringing some to reality.
Once this is achieved, exploration is a matter of packing up the food and drinks and heading out. But we need to think long term (i know, I know) instead of to the latest publicity stunt.
Donald Knuth himself couldn't get hired by these guys as a programmer because he doesn't have X years experience in the latest fad programming language.
Uber complies with state and federal laws. Local laws usually are silent on Uber until the Cab industry lobbies for changes.
See Austin TX. Urber was here, working quite well, people loved it. Taxi companies got one of their stooges on the city council to start passing regulations, Uber left.
Someone comes up with an idea that's pretty good, is designed for people to work part time to pick up some cash, minimal regulations, etc. and it's a pretty good thing for everyone all around.
Then some loser decided to do it wrong, wants free shit and the government steps in an gives it to him.
Now an innovative company, built for part time workers, is turned into just another cab company with full time employees.
They can build something that can fly itself and take you from point A to point B.
What they can't do and what will take years and years is the infrastructure. Remember the Jetsons? Ya...they were following "roads".
The rules and regulations to manage millions of aircraft flying pilotlessly from point A to point B hasn't even been dreamed of yet, never mind rationally though out.

This is pretty much the same as setting up a robotic arm to throw three point basketball shots without having to worry about a human trying to take away the ball of block the shot.
The biggest problem I can see is that Universities have become status symbols for the states and the employees of the University.
The focus isn't on providing a quality education to the students of that state, but on Bling. Bigger stadiums, prestigious facility, glimmering campuses, etc. Eighty percent of the students at a university do not benefit from these things one iota.
What use is it to your average student have Nobel Prize winner at your University? They likely only "teach" one or two classes and those will be at the Graduate level. Yet the university will spend hundreds of thousands funding that professor, his graduate students, and their projects.
Look at all the other facilities that your average student never sees, enters, or otherwise benefits from.
Universities have become small kingdoms with the top and highly paid jobs being defacto patronage jobs.
1. Does the $586 Million cover the losses of the individuals that were scammed? 2. Will they get it or is this a big, fat payday for the Government? (Hint: usually is)
