  1. Mars isn't going anywhere. There is no need to rush, just to say we got there.

    What they should be spending money on is building a for real ship.

    What is a "Ship"?

    1. Long term and adequate power source...nuclear reactor of some kind.
    2. Artificial gravity (no, not Star Trek, Centripetal Wheel living quarters).
    3. Magnetic shielding
    4. A non-chemical Power source.
    5. Built to last...no one and done crap.

    Accomplishing this alone will stimulate more technological development that a mission to mars would. And you would end up with something reusable, versatile and useful.

    What's worse, a system like the F-35 that relies so heavily on computers won't be tested adequately until it goes up against a first world power and their various jamming capabilities, and adversaries with 5th Generation fighters.

    Shooting fish in a barrel over the Middle East doesn't really count.

    I'm skeptical that the governor can unilaterally change the terms of probation and/or subsequent registration requirements and rules without the Legislature changing the law, unless New York has a King for Governor.

    Doesn't matter,

    Punitive Damages are not about what the plaintiff wants. They are about dissuading the defendant from repeating their offence.

    So how do you dissuade an an entity such as Getty? You savage their pocket book so badly that the board of directors take notice. For public corporations, you hit them so hard it affects their stock prices and subsequently their shareholders, who then would hopefully respond by replacing board members who allowed the President or CEO to take the offending actions.

    In the case of corporations, the buck stops with the shareholders. There is no punishment until the shareholders feel the pain.
