As for the question "why is the bandwidth capping happening at the cable modem?", I beleive the answer is that it has to so that the CMTS bandwidth (the bandwidth on the cable plant between the modem and the cable router) is not used up. But that's not to say that the bandwidth you use at the cable router end isn't closely monitored. Hence why you will get shut off in no time flat when you start to exceed your provisioned bandwidth.

Since Slashdot is mainly a series of posts about articles on other web sites, why don't they add to it a database of links referenced in previous posts. That way, before a new article is posted, it's links can be checked against the database to determine if a similiar article has already been posted.
It can work like a spell checker, merely suggesting links that have appeared before, so you can identify the links that should be unique and ignore the ones that you know aren't (ie to project web sites, company web sites, and the like).
How about offering the $250K to whomever writes something to remotely clean up all these blaster infected computers that are clogging up internet bandwidth and routers with their scanning?
... what is the purpose of getting these ridiculous patents when everyone and their mom already has 'prior art'? Is there some kind of an advantage that I don't know about? Does the prior art produced have to be your own and not someone elses (MS could therefore eliminate any future competition)?
I'm rooting for Kazaa just like everyone else on this one, but seriously... this stands about as much chance as the old FTP servers I used to frequent that displayed a banner claiming "If you are a member of a government agency, including law enforcement, you must disconnect now."

The best we can hope for is that ISPs get smart and start blocking SMTP ports on all ip addresses not registered as SMTP servers.
That's simply not an effective solution. If these virii used SMTP to recieve the spam before sending it out, it would simply be a minor first generation mistake by their creators. It really doesn't matter how spammers get spam out to these drones. Any means of delivery, on any port, including those where the infected computers go out and look for subsiquent messages to spam will be effective.
If you're familiar with the commonly used method of controlling masses of DDoS drones via IRC (where the clients connect back to an IRC network and listen for commands in a channel), then just imagine if that framework were applied to a spamming network. This is a very difficult situation for ISPs to deal with.
The problem is, the bad guys have all the advantages having shedding moral and legal restraint. Still the only effective solution I can see are neutralizing virii/worms released before damaging ones when widespread exploits are found to patch/render useless said exploits, beating them to the punch. Working within the system simply does not work. Trust that I am in the line of work that I can say this with some authority. Hell, even when you point out to ISP customers that they are infected with a virus/trojan/work, a large percentage of them still don't care.
I really hope some white hats are listening. The problem is only going to get worse.

It is our fault though... it's our fault for sharing an electrical grid system with the americans in the first place. We should have begun segregating ourselves after the world trade centre attack; they're a target and we're not. We should be distancing ourselves from their infrastructure every way we can to reduce the risk of cross border collateral damage.
For a long time now we've been hearing "this might be a good test for the GPL", "xyz organization could hold them accountable for violations of the GPL", etc. Well now, finally, IBM is going to test the real meat of the GPL. Really, it's been a coming for a while, I'm surprised it's taken so long. But this will be good, because the longer it waits, the bigger the stakes get, and I'm afraid they're getting a bit too big already.

It's a great idea because a lot of tees break apart and then go flying off into the grass, especially with guys like me who like to tee the ball high... or the woman I golfed with who liked to use a tee everywhere but the greens.
