I think it comes down to the basics: pubic safety, rule of law, market structures, literacy, infrastructure, etc. A connection to the internet can certainly help, in some cases. But in no way is it a necessity. Lower tech solutions may be more robust and effective, e.g., long distance shortwave radios, packet radio BBS's, etc.
They taught us pubic safety in the military before we went to strange ports. It's important for everyone to know and will certainly increase quality of life.

I've had just the opposite experience with Nod32 at my day job. It's picked up things some of the bigger players (McCaffee, Norton/Symantec) couldn't find. It's also been incredibly easy to manage.
That said, I use Avira at my home based business and it's worked out really well for me. I've never tried to centrally manage it.

I can only answer one of those. There are so many serious leaks because people aren't being held accountable. Hang someone in the public square for it (figuratively) and make an example of them. Others will secure their data pretty quickly.

You're missing the point. This isn't so that you can run Android apps, it's showing off a piece of hardware. The OS is beside the point (although I think Android is a good choice to show off the processor but that's more of a personal preference).

It just means that profit is not the motivator for the business. Usually it means that the organization is operating for the "public good". I'm sure they're chartered as a public service organization of some sort.

Can they do a wireless version though? I have relatively few cables in my house and I'd like it to stay that way. I assume there are more people like me in the world considering how many WAPs there are in my area. It's a fantastic idea and I'm sure it's a fantastic device. I just wouldn't have one without wireless access.
Someone is playing cholo music over the rock station in this area. I would pay the FCC to go in and take all of their equipment away (and maybe kick them once or twice for good measure for interrupting Bob and Tom in the morning).
