Angle of attack determines the amount of lift generated. Lift is generated perpendicular to the angle of attack, therefore creating drag when your wings are angled. This is completely normal and reduces efficiency of the airplane, of course. That's why there's an optimal angle of attack for minimum fuel consumption, as well as a different angle of attack for maximum altitude gain in the shortest horizontal difference.

Airplanes can fly upside down because their ailerons and elevators comprise a significant portion of the wing that they can change it's geometry based on pilot input.

What you said is incorrect, aside from the phenomenon of "ground effect," which increases lift when the aircraft is close to the ground because the air bounces off the ground and creates even higher pressure under the wing. Exercising the freedom to not be encumbered by a helmet does not affect anyone besides the user. You mentioned increased medical costs in case of an accident. That is a flaw in the laws of the land, and these laws should be changed. It does not follow that you should patch a bad law with another law; NO. You should amend and fix the law. NO ONE should be FORCED to pay for ANYONE ELSE's healthcare.

Are you at risk and would like peace of mind of being taken care of in case of an accident? Buy insurance. Too poor to buy insurance? There's charity for that, and everyone who wishes to help you is more than welcome to contribute. But DO NOT FORCE individuals to support other individuals or groups.
