IF you're making the case that regulation prevents crime, you're simply in error, it does not. Oftentimes it doesn't even prevent the crimes it was designed to prevent, it just adds an extra step in the criminal behavior. All the rules and regulations designed to prevent money laundering hasn't even put a dent in money laundering, it simply made it slightly more difficult. Meanwhile, it affects everyone who has legitimate banking transactions, costing everyone a little.
In short, Regulations rarely match the intended results.

Actually, there is no correlation to money spent and education success. If you want the best correlation to success in education, look at parents. Children with Actively engaged, supportive parents, regardless of race, ethnicity or otherwise, are way more likely to be successful in their own education, than children with distant, uncaring adult supervision.

However, working in Public Education, I can assure you that Educating Kids is almost secondary to all the people in Administration and in the Political Classes, who just want to report that they are doing well on "Education" with their initiatives, programs and for union goals of the same.

There USED to be a good reason for many of them. Then they started being used to cull competition, raise prices and barriers to entry for no other reason than to make more money. This is why Taxi Medallions in certain cities are worth MILLIONS.
And from my experience, all the rules that supposedly are for "safety" and such, are more or less used a clubs and sledgehammers on competition, and doesn't actually apply to safety any longer. Technology has improved cars and safety to the point where much of those rules are just silly these days. Akin to keeping gloves in the glove box style rules (perhaps not that exactly, but you get the point) .
School Shootings are "OMFG SCARY" regardless of the likelihood of them happening to your school this year. So, while they are still rare, people treat them like they are happening every day somewhere in America.
And we are spending BILLIONS of dollars trying to prevent them. Because OMFG SCARY!
You CANNOT stop crime. And arresting people for "Pre Crime" is right out of Sci-Fi (Minority Report).

WIndows 8.1 is what Windows 8 should have been. I don't hate Metro, I just think it is cumbersome to keyboard / mouse based interface. Knowing keyboard shortcuts, it doesn't bother me that much and setting up the desktop as desired is just as easy as Win 7.

Meanwhile there are millions being killed all over the Muslim world and instead of uniting the world against Radical Islam, we're playing law and order. Political Correctness run amok and it is going to kill us all.

It leads to people understating the horrors of crime. I realize that some people take a personal offense when exposed to the images of horrors. THEY get offended, not because of the crime, but more because they were exposed to the crime. They would rather not have to face it, but they also don't want others to face it on their behalf.
These are like people who don't want to know where Meat comes from.
Did you have an emotional response to the video? That emotional response is what is needed. Logic is nice and fine and all that, but when facing the horrors of evil, we must summon the gut wrenching emotions needed to effectively combat the horrors we face. Not seeing the video is a form of willful apathy, IMHO.
Personally, it wouldn't offend me. I would use it as a case to humiliate the person actually thinking that was funny. Go ahead, make the video dubbing Benny Hill theme to it, as that says more about them, and those that think that is funny than anything else.
And I would use their tastelessness against them as often as I could for as long as I could. Humiliation and Shunning do work, it is too bad that we are too afraid to use them because we might offend those that we find offensive!
Personally, I think that making people face the horrors of this world are the only way to create the incentives to stop them. Hiding the horrors allows them to continue with minimal impact. Put the video, on National TV, Prime Time, not as a recruiting video, but as evidence of the barbarism we are are facing in the world and a call to action against the virulent evil permeating the Muslim World and what "Jihad" means to them.
