One word: necessity. They simply haven't had to. Besides render/compute farms, we don't really need that kind of power. Most of what may have been pushed towards those massively parallel processors is now being pushed towards the GFX cards - where they DO have more than 80 cores (think CUDA, greater than 512 cores now). Most of the games out there still struggle to use more than a few actual processor threads. Some problems are linear and simply can't have more cores thrown at them for faster work.

I have a friend of mine who happens to have a terminal form of cancer. Due to chemo, his immune system is not acting as it should and he regularly gets colds. His doctor told him to take over the counter cold medicine (I've forgotten what kind) at a double dose - aka doctor prescribed - and evidently he purchased too much cold medicine over an extended period of time. He DID have his doors kicked in, and he was arrested. This is a disgusting thought and a disgusting response with absolutely zero cause and zero investigative work done. I really hope we manage to get this whole 'war on drugs' figured out before it kills us all.

We already have the FBI (if you want something federal) and the state police (if you want something state), and/or local police (if you want something county/city/unincorporated) to do the actual enforcement.
But what about stopping drugs before they enter our country?

You have entirely failed to recognize the stupidity of our MBAs that are often in control of these jobs. The qualification for offshoring jobs is not 'cheaper, same/better standard or faster'. It is simply CHEAPER. These MBA types run companies into the ground regularly going for the cheapest alternative with no quality control or time requirements.

Now don't get me wrong, I don't assume those jobs offshore are always terrible either. They very well may be able to deliver on time, above/on spec, and much cheaper than American labor. From what I have seen - it is a crap shoot. Similar things can be said about American contractors as well though, but in America - you have the legal system and can sue the contractor out of existence if they screw you!
