If you consider PHP as "unfit for major software development", I'm pretty sure there are many other languages you wouldn't use. What is your language of choice, when it comes to web development ?
This feature was added in 2012, and it's still experimental, and it won't work with commercial (encrypted) Blu-Ray discs by default. Which is to say, VLC doesn't support Blu-Ray, yet.
However, since Windows Media Player doesn't read Blu-Ray discs either... I won't miss it.
