I think this is a great idea. Every state will be an incubator of political programs. Eventually, people in losing states will want to emulate the more successful state's programs. With big federal programs, everyone is guarenteed to lose.
This reminds me of the time San Francisco mayor Willie Brown wanted the city to give homeless people battery-operated credit card machines. That way people could give handouts to homeless people on the street using their credit cards.

We all know the virus scanner companies write the viruses themselves. Why else have we not seen [m]any viruses that actually destroy their hosts? They all seem to just propagate themselves and generate news stories. If the virus author was actually malicious, it would have been easy to just add a little code to "format c:", covering the virus's tracks.

I used to think underground homes were cool. As you pointed out, they have huge advantages for insulating both cold and heat. The problem with underground homes is maintenance of services. You want to add a cable TV service? oops, you gotta dig up your home. Your plumbing is backed up? oops, you gotta dig up your home before you can pinpoint the location of the plumbing problem.
And if you have any problems with water leakage, good luck fixing that.

But it will have a reserve so high that no bidder can ever actually win the auction. The day after the auction ended, I received spam (from a different email address than the eBay seller) about "since you like Adobe Photoshop, why not buy some of these other Adobe products from my web site?"
I've seen some eBay users who have suspicious feeds, like PAGES of identically worded positive feedbacks over just a few days. I don't remember if the feedbacks came from the same or different usernames. I bet there is some 5kr1pt that will let you give yourself eBay feedback..:-\
why did they scratch their newly purchased DVDs? sure, they might get their money refunded from you, but they won't be able to use the DVDs. Did they just change their mind after buying them? lame of them..
