I've gotten this while in college when I wrote a paper that "wasn't undergraduate material" the English "professor" turned me in for plagiarizing because my paper was apparently too good for her standards.
Cox's association should be allowed to generate whatever content they want to back their reasoning; they never claimed to be engineers. If the "DOT and public were misled by the 'engineer-quality' work" then (public aside) I think the DOT needs some smarter people working there.
How a word is commonly used is not the meaning of the word; it's the definition (that's why there are multiple entries for a single word in a dictionary).
Meaning is constituted by definition + context.
Of course "app" still means something, it just (like every other word) depends on which context you're using it in.
Now whether or not it's commonly used how you want it to be commonly used is another (uninteresting) topic altogether.
I remember in high school I told my parents we were going to play Dungeons and Dragons at our house over the weekend. My mom thought we were all going to commit suicide (or have an orgy since I had recently told her I liked guys). Both were extremely scary to her.
When she and my father eventually saw what playing was like they got bored and went back to watching Law & Order. These judges probably have never witnessed a D&D game, much less watched Law & Order.
The movement is about not censoring what content I can access, the OP seems to think this means there will be a flat "full price" tier of service. That's simply irrational and wrong.
All you stated was that as a result of limiting volume that implies limiting content; they're very different and one does not imply the other.
Given that it's the "busiest" airport 35 dead isn't very high (not saying that one life isn't a lot in itself obviously), thank goodness it wasn't more.

We have this ambiguity all the time in language, debating it might be "interesting" but is really useless.
What's a "house"? How many rooms does it have? Is it a house if it has no bathroom/basement/attic? etc.
Try the same thing with "chair".
How do you know something is a "house"? You know when you see it. Just like teaching a child you point to it; ostensibly defined.

In my own experience 85% of the government websites I've visited looked about as good as their usability: disgusting.
Maybe they should have came up with a more unique phrase to set off the detonator than "Happy New Year".
