Choosing a programming language is fairly easy. I don't know what this guys problem is, sure most of them are the same, IN SYNTAX, but each have their advantages/disadvantages.
First you decide what you want to do with your program.
If it's purely web based, like most of the applications I write, then it's easy, you've got java, php, perl, maybe some others. Now php has high security risk, so rule that out. Perl is much more secure than java, but java is more portable, so there's your trade off, decided what is more important.
If it's system based, then it wouldn depend on the target OS. If it's linux then you choose perl or C depending on how low level you need your program to be. If it's not linux, you speak to the project leaders, and get them to make it linux.
Basically it boils down to, perl or some crummy other language.

When I started at my current job, I was not sure what to expect, being under the assumption that management knows nothing. But later finding out that most of the management here has done some programming before. In fact one of the main managers was the only programmer here when the business started up.
I believe this makes for the best workplace as a programmer because everyone above you knows how you are feeling. What to expect from you. What is hard/easy etc.

but if you were a kid, and you're parents were monitoring your net access without you knowing, you'd be pissed... i mean not even a warning to say, hey son, here's some net access, but don't go anywhere bad coz im monitoring... it's more like, here's some net access do whatever you want... then the poor kid gets in trouble for searching for his fave song on some mp3 search engine and a porn banner pops up and the young tacker dont know what to do about the 10 million popups that he/she has open!
You say they are giving out free palm pilots to people so that they can send in info about knocked out streetlights?
I'm up for that... when is this coming to melbourne? I'll knock out some streetlights myself so the council thinks they need something like this in place...
Seriously though, sounds like a great idea. I don't know where the funding would come from, but in answer to your question, it's not here in OZ yet, and to be honest, our government sounds too skimpy to do something like this!
And i can't think of any type of deal where they have given away technology in order to help the community either. Seems like america just has money to burn huh?

it might be good if you had a huge HUGE monitor, otherwise how ya gonna rail those bastards? its hard enough to aim that thing as it is, now everyone is gonna be like 2 pixels in size, try pinpointing that!

if we were to charge for website hosting and database/website development, how much are we talking here? all i'd need is one or two servers, web/mail server and optional database server, if light load it can be same server, then housing this somewhere with permanent bandwidth... hmmm, interesting *scratches chin*...

I think some more info should be added here. Things left out were the fact that i have a degree in computing and have been programming for 12 months now. I have about 4 friends that graduated with me that i would ask to join me in this business venture, one is perfect for doing the networking as he did a major in networking, and another was setting up unix systems since before he was born, so he'd be great for setting up mail/web servers etc. The tech support is as you say, an option, but another friend who graduated has been doing tech support for a year now, so no problem there.
I think the big issue ive realised after reading through all these this morning is the broadband one. I realise no one is paying for dial up anymore, everyone wants to purchase broadband, and i guess it's something i'll have to look into for sure. But i mean, if we could get about 3 or 4 hundred customers paying for the dial up service would it cover the setup costs eventually?
Just curious, would the ads be say, on the walls of a map? or like on the startup screen? or something... any ideas? surely they wouldnt interrupt gameplay!
a great idea, but who is going to encrypt valuable data with CSS, seen as though we ALL know how vulnerable it is, and easy to decrypt, so whats the point?

why not try for something challenging and make one in a circle? or hell, better yet, the shape of an apple! thats gotta be great for marketing... right?
Im glad they finally passed the bill! Maybe they got sick of coming up with conspiracies to cover all the spamming issues, and decided enough was enough.

I will not say that there wasn't a lot of work involved - but it did allow me to set up an ISP that runs on a profit for minimal outlay
