Exactly. Mentoring a group of 10 relatively intelligent children is a lot easier than dealing with 1 mentally challenged one, in which half of the time you won't even be teaching academics but life skills. Social and life skills should ideally be taught separately from any classroom environment but that becomes even more expensive and time consuming.

This happens in College too. If you are in college check out how much they spend on Honors students versus the mentally challenged. In 96 my first year of community college I discovered the school I was going to, College of the Redwoods was spending like 10k a year on a kid with Downs Syndrome so he could get his Associates Degree in some Criminal Law thing but was spending less than 2k a year on the average student and nothing extra on the brilliant. I pleaded for a Linux server there so we could develop our own meteorological station because we had a ton of equipment that plugged into a serial port. I even offered to bring in my own computer and was rebuffed.

It is not just the government there it is the people. I visited Boston for a few weeks years ago and my friends seemed to go out of their way to tell me how much of the stuff in their house "fell off a truck" and which restaurants, clubs and bars they could go eat and drink for free in. It seems some individuals and groups of people out there take freeloading to a whole new level.

Well to your point I am ambivalent on militarism as it relates to technology. On the one hand we have truly horrific examples of technology being used in modern warfare to inflict damage on civilian populations. Israel for example has created weapons that are made to inflict maximum "collateral damage" such as cluster bombs and flechette rounds. We also have systems such as JDAMS which have likely saved 10's of thousands of civilian lives and a whole range of non-lethal systems that are being used now and will likely be used more so in the future.

As an engineer I am appealed at the desperation of the Israeli engineers who now make and modify weapons that serve no purpose other than to inflict massive civilian causalities and create psychological terror. Those engineers need to be held to account same as those who make the bomb vests for suicide bombers.

The right thing to do is to find the children that are being abused and help them. Too much attention is paid to preventing people from accessing child porn and not enough on the actual victims. The same thing happens with rape.

Person gets raped and goes to hospital they perform free rape kit everything else medically the victim has to pay for in most states
Rapist goes to court if they catch him and actually prosecute instead of pleaing him out for minimum jail time
Rapist spends 5-7 years getting a degree and getting free counseling and medical care
Victim gets 1-2 years of free counseling "if" they have victim rights laws in that state, than must rely on charity if they can't pony up the money
Rapist is released into the community and gets free counseling and therapy in most states

If we are going to spend 100's of thousands of dollars on anyone after a crime it should be the victim and rape sentences need to be in the 10's of years for a first offense.
