What you say is only partially true. In David Brooks latest book, he points out that Pittsburgh - while losing population (not the figure you give which is the city proper and NOT the metropolitan area) is in the midst of a suburban sprawl that rivals the high growth east coast cities.
The reason being Pittsburgh has a lot of things going for it that Buffalo and Cleveland lack... namely CMU and the University of Pittsburgh.
Dunn was/is a lame duck on the board. She has cancer and had no intentions of remaining as the chairman next year. Therefore, she knew what had to be done to stiffle the critics, i.e. friends of the Hewlett family. She succeeded in getting both of them off the board and now all is left is damage control with her taking the "fall". Gotta give her credit.
Dunn orchestrated the entire thing and it went off as scripted. Her intentions all along was to give up the Chairman position at the beginning of the year. She is seriously ill.
The sad part... she is no dummy and covered her tracks completely. The firm they hired to do the dirty work will take the fall.
