The point is, your boss needs to change his thinking. We manage resources. Even if there has to be something quantizable, it could be uptime. Uptime starting at 100% and working backwards. Mostly there is really nothing to produce. We are managers. We are overhead. This is why so many people managers have a hard time with us. They can't grasp the concept of managing a manager who doesn't produce results.
Actually the results are in an inverse vacuum. The results are good if nothing happens. The results are always negative if there are events. People managers can't understand this. Downtime is when the team is necessary to management. Monitoring of the system doesn't sound like work to a people manager. If nothing happens, they don't need you. Not realizing that everything works because of you not in spite of you.

Their networks have fixed costs. 1. the cost of the equipment 2. the cost of the cabling 3. the cost of electricity to run it. 4. the cost of humans to monitor and repair it. Those costs are fixed. The money they bring in from subscription fees covers this.

I use bit torrent to get game demos and betas, Linux distros, and to share music that I have composed and hold copyrights for.
I can seed just fine. You have to find that sweet spot. (the point at which your upstream starts to impact your downstream). for me, it's about 80KBps.
That being said, I am forced to use peer guardian 2 and alternative ports to see to it that my traffic gets to its intended location.
Comcast has noticed that bit torrent defeats its "Power Boost" technology which bursts full bandwidth for the first 20 or so MB.
With Bit Torrent, it's all the first 20 or so MB. so everyone that can seed that fast is allowed to.
Bit Torrent is a legitimate technology. I has legal uses. I use it legally. Comcast wants to throttle it because they're losing money on it.
It's also a damnation to the duller crayons in the box.

I claim that the CD itself contains less than 10% of the music.
Shrinking the dynamic range is tremendously bad. Loudness is tremendously bad.
I'm a musician and producer. My music contains portions which are loud and portions which are soft.
If we as a culture lose the loudness war, then we allow the industry to kill music.
The opposite of dynamic is static, which is what most of today's music sounds like. (not making a comment on electronic, just music as a whole).

HDCP is required to play HD content. Regular content such as DVDs won't even play over the component or S-Video outputs on video cards.
This is a huge crippling "feature" that MS has thrown in just to appease big media.
