As the other poster said, you'll probably have to write this yourself. I recommend looking at TIGER and FIPS, which may allow you to have your program be completely dynamic--people could choose to be alerted of seismic events within 100, 500, 1000 miles of their home relatively easily. (I'm not familiar with either of these services, but I remembered their use by the winner of the Google Programming Contest.)

Now for magnitude, you can just flag each seismic event with an appropriate value and see if it meets the threshold the citizens want. And since you have the distance from the epicenter to the citizen's home, you can calculate the effective magnitude that the citizen feels, or you can just leave it as the magnitude found at the epicenter.

It depends on where my state is. If my state is overwhelmingly for either side, I will give my vote to whoever the Green Party chooses to nominate. If my state is close, I must do whatever possible to keep W from getting a second term.

And if Dean or Kucinich is the Democrat's nominee, I wouldn't consider either the lesser of two evils. (But if it's Kucinich, he'll most likely win my state--his home state--with an large majority, so I'll vote Green.)

The bullshit-o-meter goes off the scale at the claim they can get "100%"- and there's one very simple, indisputable reason; the glass itself blocks a significant amount of energy- ESPECIALLY at a low angle of incidence, where the outer glass is going to reflect a large percentage of the light hitting it. The modules inside the window may pivot, but the outer glass doesn't.
So you're saying that a generator inside of a window can only work with light that's actually going through the window? Wow. I learn something every day.

Well, there is no way anybody could mistake the World Wrestling Federation with the Worldwide Wildlife Fund. Trademarks are for specific names/logos, but only for limited markets (e.g., my motherboard and my graphics card are made by MSI; msi.com, however is for the now renamed Molecular Simulations, Inc., which is completely different from MSI Computers (and Molecular Simulations, Inc.'s name change is not related to trademark issues)).
