You throw a liveCD at them, you better hope it runs on every laptop and home computer they might have, from video to sound to networking.

I didn't have a card, and it happened to be that the things I bought were all "bogus discount" items. (A bottle of soda, $.99, but without the card, $1.59!) I told them that if they charged me the extra $3.XX, it would be the last $3 they got from me, and I'd make sure that nobody I knew would shop there again. Nope, got charged the extra $3. I wonder what genius manager thought of that policy.
In conclusion, "value cards" are basically a system of charging you more money for your right to privacy and please don't shop at Clemens Markets.

A good premise for a ST series would be similar to what you were saying about the "verge of collapse". Have a disaster that renders federation/klingon/romulan/major species computer technology useless. As a bonus, have it somehow involve the destruction of the borg for all time.
They have to retrofit what ships they have with older technology. The plot of the series can be discovering what went wrong, and defending the federation from the minor races who now have the technological advantage.
