It would not eliminate 'crimes of passion' or accidents. It would eliminate 'serial murderers' by virtue of being caught the first time. It would also eliminate the whole 'tracking down the criminal', but not the investigation of the crime itself.

A symptom of being deranged could be a strong desire to kill people. Catching the person after the first time allows you to treat the disease, and stop the symtoms.

I would be happier if I knew that multiple-homicides were far less likely. Wouldn't you, or are you just scared you'd get caught ?

How is making a lot of arrests like Communism or the Taliban ? The rules regarding what is unlawful are known. The punishment for breaking the laws are known. People still break the laws, and when there is finally a big crackdown the people are scared into being honest all the time. It's not like you have made something prevalent like showing your face, or breathing or posting on slashdot illegal.

If you look at the rest of the article they then change some of the agents so that they know the odds of being arrested (like the police) and those agents tend to remain criminals over a long period of time.

So instead of paying money for a lawyer (read: bottom-feeder) or paying alot of money for a good lawyer (read: bottom-feeder-licker) commend MCI. Send them a present, a /. t-shirt perhaps to the operator...or give them money. Make random long-distance phone calls to people in far off places. Try to make a marked increase in their revenues.
