Take 1 enginer, 1 'end' user and 1 monkey and put them in front of the new GTK file chooser with a simple task: Open the file.bashrc.
- the end-user will give up after a few minutes first because it's obvious that there is no '.bashrc' available in the list.
- the enginer will complain, curse after the GTK file-selector and will eventually start KDE or a xterm.
- the monkey is be the only one to succeed because he is the most likely to type CTRL-L by mistake.

You missed one important point! FT provides a public service in France which means that they are not expected to make as much profit as a company in the free market. For example, FT has the obligation to maintain the telecommunications for remote parts of France (mountains, islands,...). A private company would just refuse to do it or would charge a lot more that FT.

For example, if in the single cpu config the processes are doing a lot of memory-cache missed then having 4 cpus (with 4 times more the amount cache) could reduce the number a cache misses and so could make the quad configuration more than 4 times faster.
The same reason could explain why 2 cpus are not faster than one: if 2 caches are not large enough and if the processes have a very bad locality then you may get as much cache misses with the dual cpu system than with the single cpu system.
