Actually, it's easier than that. I have a series 1 TiVo that lost it's modem to lightening. I bought an external modem, plugged it into my TiVo's serial port, and now I have a working TiVo again.
You have to set a few dip switches or plug the modem into your computer and send it a few commands first, and change some numbers in TiVo's dialing options, but even the technically uninclined should be able to handle this.
(I won't say Americans, since the US is not the only country on this continent)
America is not a continent. North America is a continent. South America is a seperate continent. Generally, "America" is used as a shorter way of saying "the United States of America." Just as "China" is a shorter way of saying, "the People's Republic of China."
So while it's ok to say "people from the People's Republic of China," or "people from the United States of America," most people will probably continue to say "Chinese" and "Americans." And they're right, too.
There is a way to enable that, but it takes the place of your Skip-to-End button. I haven't tried it myself, but I think you just press Select-Play-Select-3-0-Select. That and more codes and backdoors can be found here.

I suspect that the reason there isn't much interest in making fancy, expensive pay phones in the US, is because most people are using cell phones.

I disagree. Many people with TiVo-like devices, including myself, have no problem watching a show an hour after it came on. If the show is something I really want to see as soon as it's on, I'll still wait fifteen minutes before turning it on. That way I get to skip all the commercials, and by the end of the show, I've almost caught up to real time.
Some people never watch live TV once they get a TiVo, and some just use it as a VCR. I almost never see commercials anymore.

Unsubscribed TiVo owners who don't want to upgrade to later versions but do want to set the time on their TiVos let their TiVo call in and then cancel the call before it gets upgraded.

Now, they've started adding pre-taped video segments (filling up my hard drive, I assume) of BMW ads.
Those ads use space that was already set aside by TiVo. They do not use up any space that you could use.
