    The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

    Let a few states pass laws that say they will not do business with ISPs that are not Neutral and problem solved...

    10th Amendment - Underrated and under appreciated.

    Hydrogen is not necessarily the wrong horse.

    There are scenarios that make H more cost effective to store. (ie.. it is its own battery).
