The earths crust contains carbon, and this impact would have vaporized a lot of that. Also there would be molten bits of rock flung over the whole planet, causing a global firestorm from whatever vegetation was around at the time.
Antarctica has the biggest ice sheets on the planet. It may take a long time to actually melt, but if (as is possible) they start sliding off the land into the sea, it doesn't matter whether it is melted or not, ice floating in water displaces as much water as it would if melted.
Science Fiction authors have known for a long time that time travel can create paradoxes. There are many better efforts than the BTTF series however. (Of course BTTF was never intended as 'serious' science fiction. Even Star Trek has done a better job.
Even if we had Bussard ramscoops it still takes a while to get anywhere. I am assuming that you can't accelerate much faster than 10m per second squared without it being too hard on the crew. Of course once you get close to c the time is slowed down for the crew, but it will take a year to get up to those speeds.
Normally high compression engines require high octane fuel, which costs more to produce. In the past they used to add a lead compound to (cheaply) improve the octane rating. Won't be allowed to do that these days...
It might get more MPG, but if the fuel costs more than teice as much per gallon you aren't going to save $$$
The UN hasn't been able to stop the logging of the rainforests, nations aquiring nukes, or the persecution of minorites (like the Baha'is of Iran, the Palestinians in Israel and the Buddhists in Tibet) so how are they going to stop someone blotting out the sun. I wonder how they will prevent the next solar eclipse.
Anyway how do they plan to prevent global warming if they ban such things that could help?
So this only affects the CIA run Predators? What about those flown by the Air Force ? I know they have some Predator drones they use. (Some are controlled in Grand Forks and by the 199th in Fargo.
Oil in shale and tar sands takes a lot of energy to extract. Its not worth it economically. At least for using oil as an energy source. It may be useful if we have some other source of energy like fusion, and we could use that to extract the oil for its non-energy uses (plastic industry)

Yes I know most people don't always obey speed limits, but you know that energy consuption increases with the square of the speed, so driving faster than 70 is not a good idea (unless you are going downhill with a a tail wind, or drafting behind a semi.
