This guy didn't stop and think about things. In the article he states that they upgraded to a new version of Exchange. New versions of Exchange BLOCK SPAM. So of course he noticed a reduction in the amount of SPAM he received. Also, there will be a window where you will not receive anything because remote SMTP servers have your mail queued because they could not deliver it while the local server was down. Once the queue period begins to expire and all of the servers try to send mail again, he should see his levels of SPAM begin to rise.
