Start sinking $ into the school system. Pull kids from class that you think may be troubled, sit down with them, treat them fairly and with respect, give them their dignity back... calm them down. Give them opportunities, show them world is good again, give them some hope.
These kids minds are malleable... therefor shootings, therefor an even better chance they can given some hope.
Ya we know there probably is this type of life on many of our planets. If we look hard enough ya Im sure find something. This was important in the 50's because we felt so alone... we didn't know any better. Now with the Hubble, ect. We know that life is abundant... rejoice... now where are the damn aliens.:)
How general of a function must it be, there are some real great solutions that people use and they are all pretty much the same. What are the limitations on these. You know DRY... I cant imagine people typing these functions out over and over again.... carpal tunnel:(.
Its a great Country, beautiful people. If you want to know the facts about it just talk to the people there. So quite with your horror stories about the government and such. Just talk to the people, many speak english quite well.
