As for the rest of your rant, what Microsoft really needs is a/home directory like UNIX. All of my files, settings, and everything else sits in that directory so that moving to a new machine is easy.
I wrote a small maintenence application, and compiled it targeting non-.NET Win32, the file was 19 meg.. ok, yeah, it's probably got the runtime in there... a similar java runtime is 7 or 8 meg.
Yet if you'd compiled it to require the.NET runtime to be installed, you'd probably find that the resultant executable to be smaller than if you'd written the same program using native code!
Sure, if you link in the entirte.NET runtime (which, btw, is 19mb), of course your executable is going to be large. That's why MS provide the.NET runtime as a free download - so app developers dont have to link it in!
The ABC (Australian Broadcasting Corporation - http://www.abc.net.au/) is entirely taxpayer funded, and according to their old slogan, costs each and every Australian only 8c a day to run (maybe it's more now with inflation, I don't know).
For that, we get a TV station, multiple radio stations, and an internet site with broadband content.

This means that there should be one entity on the screen (window, icon, whatever) for each document - not one application window with multiple documents hidden inside of it.

What you said about needing.NET on both ends is absolutely untrue. Web services produced by.NET are perfectly capable of interoperating with any other platform that can be made to make SOAP calls.
