This law sounds incredibly vague. What is inappropriate? If I have a few cuss words on my home page does that mean I have to block everybody? What about bikini pics? How about articles that some people think are inappropriate because of their religious beliefs?
How does this affect web hosting companies? We host thousands of domains and I'm sure some of them could be considered inappropriate for kids.
It's not a site owner's job to filter out people that might be offended by the content, if you don't like a site don't go there.
Personally I think laptops are cheap enough now where it's not worth worrying about how long it will last. A $500 laptop should last a few years and by the time it breaks the machine will be obsolete any way.

$200.00 / 55 = $3.63/gallon methanol cost.
$7.66 / 907 grams = $0.008511111 per gram lye cost.
Now, here's the figures for one batch.
3 * $3.65 + [(15 gallons * 3.78 * 7)($0.0085)] = $14.35 per batch, which is still less that $1.00 per gallon.
You don't get a 100% conversion so for every 15 gallon batch I only end up with about 13 gallons of useable fuel. I'm also not including my electricity cost but that is almost too small to even measure. I'd still say that the money saved is worth the time spent.

NaOH and KOH are available in 50 lb bags or you can buy 2 lbs of Roebic crystal drain cleaner at Lowes for $7.66. The total cost per gallon of biodiesel is around $.50 - $.60 per gallon depending on where you get your supplies from.
You don't need new fuel lines if your engine is made within the last 20 years or so. Also, there's no need to upgrade anything, just fill your car and go.

The number of lines of code isn't really an indicator of how fast that code will run. There's also the fact that a lot of the code in the kernel isn't always compiled in, or it's installed as modules that aren't loaded unless you need them.

Don't assume that IT is incompetent just because they won't bow to your every whim. Many times IT can't do what you want because of policy, or because doing so would be a "bad idea".
Unacceptable server down time - Uptime costs money. If you want 5 nines of reliability you'd better be prepared to budget Texa$$$ money for it.
Maxed network storage - SANs aren't cheap. You can get a couple hundred terabytes for 50k but implementing it and managing it will cost you even more. You'll save money in the long run but the upfront costs are high.
No backups systems - Your CIO should be fired. Backups should be top priority for any business, what are you going to do if your database server loses a disk and takes down the whole system with it?

From what I've seen on our Plesk servers IIS runs scripts as the IIS_Domainuser by default, you can set up separate application pools though.
Apache runs things as a regular user if you have suexec enabled, and php can also run as a normal user in CGI mode (phpsuexec).
It's because of licensing fees.
For example:
SQL Server - $200 per month, per CPU
MySQL - $0
Windows Server 2003 - $20 per month
Linux - $0
These aren't prices we made up, we pass the charges from MS directly to the customer.
