In my experience (as a Finn) both small and large companies follow their "suggestions" without even complaining. I don't know why they have such power, it could be a desire to avoid getting on their public "blacklist" or maybe courts are very likely to come to the same conclusion. For instance, I got a washing machine replaced five years after the two-year-warranty had expired simply because I mentioned that I'll contact the consumer rights authorities, if they don't at least don't give me a substantial discount on a new one. I had a recollection, which turned out to be correct, that consumer rights authorities have guidelines for how long certain products are expected to last so that they at least function reasonably well. A warranty by manufacturers is only seen as an extension of what is required. That is, a warranty guarantees flawless operation whilst consumer rights authorities decide how long it's reasonable to be able to use a product you've bought. Once I also found an interesting statement by the consumer rights authorities, they said that you can essentially tell software companies to take their EULAs and shove them. So whenever I have a problem with a product I've bought, I certainly don't hesitate to contact them because companies do respect their decisions.

Thanks for making me check Finnish immigration rules, you bastard :)

Each side tries to do what they think is best for America, whether that's promoting human rights, economic security, or international stability. Each administration tries to make decisions based on what they believe to be right. For advice in that regard, they turn to expert advisors (usually chosen for their general views, rather than opinions on specific issues) and the public. Of course, when only a tiny fraction of the public actually cares enough to state their opinion, the administration's ability to make an informed decision is severely crippled.

When was the last time you complained to your representatives about defense spending? Or the education budget? Or the overreaching power of the FBI? This is your government. Participate in it.

There's a lot of prep work to unpicking things, and removing servers from secure areas, auditing them, planning to have them securely transferred and held in areas that are inaccessible with heavy physical security.
Logged/scanned to provide proof of transit, vetting everyone who handles the data volumes. Ensuring you have all sources of the data, auditing the backups, and pulling all of those, so on, so forth.
Everyone involved in this process will have to be security audited (most likely taken from an existing group of vetted people), and their services carry a premium.
There is a huge difference between destroying the data on your home gaming machine, and the sheer detail involved in transport and destruction of sensitive governmental machines.
£400k is actually a pretty lean number for dismantling the structure of this old project, considering that the infrastructure was sufficient to handle the predicted scale out to cover the entire UK population.
