Note that the PageRanks form a probability distribution over web pages, so the sum of all web pages' PageRanks will be one.

Well one thing you need is other people to actually download the stuff first (the other ISP's) so basically it's still just like bittorrent in that you have many seeds for the downloaders to choose from.
This reminds me of the sony Commerical where they're all on the beach with the headphones and the cop is like 'WTF n00bs' then one of them put's a pair on the cop and you see everybody dancing to the music that was playin

Freenet network has been HORRIBLE lately, whereas you used to be able to download videos at quite a good speed, now it's nearly impossible to fetch 5k text documents.
