    I see the point. If you attract people who would normally not come to this area with an incentive of being part of America if you stay there and survive 5 years and also pay the taxes during that time as EB2 has wage guidelines. I think we might see some innovation. May be some company will setup shop there and have the workers work in Detroit but have clients all over. I see way too many opportunities for the city to come back. There are no jobs there right now for anyone so the government cannot give these non existent jobs to job hunting Americans. I also believe that they don't have money to relocate Americans by providing incentives.

    They can do what ever they want. They only facilitated a service and they can do with it what ever they please. They might not be able to use your things like photographs which are protected by other laws but for services, they own it so their choice.

    So this means the prevailing wage classification needs improvement as not all IT Jobs are the same and I do strongly support your second point of making it not tied to the company.

    H1-B is only granted if a US Citizen or a permanent resident is not available or willing to take the position. Just make sure that these are followed to stop abuse. Quotas make it difficult to companies to hire people here and if the pain to hire here is more than managing an offshore team say bye bye to American jobs. Also there are many indirect jobs that are created with the filling of the position. There are abusers of every provision and decisions should not be made on these bad apples.
