That would depend on the provider, my provider doensn't do that and neither do any of my friends providers although I guess maybe some do. Personally I couldn't imagine having to go back to 640/128.
So your saying the alternative Windows doesn't run like shit once a heavy disk task starts? That's sure not my experience. I just posted this in another thread, but once you start any heavy disk task under Windows you an forget about doing anything else with the OS as you get to watch everything slow to a crawl.
Try out this newest kernel or the preempt patches. ALso like someone else said make sure you have the right hard drive flags set. After making sure your hdparm setting are correct tune ext3 as well.
to change ext3
add data=writeback to the mount points you want to be writeback not data=ordered in fstab mkinitrd/boot/initrd-kernalversion.img kernelversion (yes this is odd but its the way until you hard code ext3 into the kernel) update grub if you used a different name to point to correct.img, usually you don't have to do this though
My experience with RH 8.0 after upgrading to 2.4.20, making sure hdparm was correct, and change the ext3 journal type improved dramitically.

A funny thing I've found about Winrar. I've found that for the most part for regular legit downloads rar is a no show, ie no one uses it. In fact I'm not really sure I've ever downloaded anything legal that is compressed with rar by default.
Ironically the only place rar files are really widely used is for cracking groups and warez on places like usenet. Rar is really useful to them because of its ability to join and recover multiple compressed files in a set.
I'm sure there are rar users like yourself who think the closed format is great or just happen to like the tool, but like I said for the most part its a tool used in the warez trade. Not that I care, but that's just the ONLY place where rar files show up in any quanity.

I of course have nothing against something like Gentoo let alone Slackware or Debian, but truthfully their way of doing things isn't the future of modern computing.
The future of computing is thankfully not having to worry about compiling kernels and screwing with drivers. The future is a OS that ANYONE can sit down at and be productive right away. Maybe tweakers will find that boring, but after security ease of use will continue to be the most important aspect to any OS.
Knowing how to build an engine and car from raw materials is a nice novelty for engineers, actually hoping in and driving it without having to have a PHD is the important part.
Like I said I have nothing against Gentoo, but spending all your time learning how an OS works is a fairly useless endevor for anyone but admins. Sure you need to know some things, but not to the extent which Gentoo requires. When OS's are mature enough enough to be secure by default, moron proof, and also efficient by default, there simply won't be any need for something like Gentoo.

I've been answering the questions of people who are new to linux for five years now so don't try and give me any crap about either my linux skills or about my attempts to make linux usable. I've been then testing and making suggestions on how to make linux and the many apps that run on it more usable for a long time now.

Linux is an OS for technically advanced users. Users who wouldn't be running 800x600 in the first place. Look I'm all for linux expanding its user base, but let's be realistic about who is actually using linux as a desktop these days. The thing that is holding linux back is an illegal monopoly, lack of popular 3rd party apps(MS, Adobe, Intuit etc), and lack of both OEM sytem builder and ISV's who want to push linux as a desktop. It's not the fact that it does't cater to the minority of people who want to use linux but only run 800x600.
