We don't know which is which, but they're both somehow guilty of the same crime. Nothing that a good, old fashioned interrogation couldn't hash out. I just think it's dumb to charge everyone with something that one person did just because you can't pin down who it was. A cell phone may or may not otherwise work in a given building. But you're right, it's really about jamming frequencies and disrupting service outside your own space. If you want to block phones, you could turn your restaurant into a faraday cage. I'm sure plenty of people would have a problem with that too, but it's a lot less messy than actively jamming. I was just saying it's difficult to tell if someone is purposefully keeping your phone from working unless you already have that suspicion.
911 calls were the first thing I thought of, too. Any business owner who jams a call about somebody having a heart attack would be sued into oblivion, and deserve it. Possibly, if they had any idea the phone was jammed. If their phone simply doesn't work in an establishment, can they sue the owner? Most places have a land line anyway that they'd be happy to let you use for emergencies.

Yeah, 15 years is a big stretch, even though wasn't referring to actually getting "there" by then. However, back to calculations it is a ridiculous amount of time, particularly from our perspective, to travel through interstellar space (that we know quite little about). For some reason I was thinking we could build something a great deal faster. Maybe that's what we should hope for in the next 50 years.
A probe mission to the Alpha Centauri system. It's doable in pretty reasonable time with current technology. It would be cool to send 3 probes (one to each star), even equip each with a lander should they discover a decent planet to explore. We could have some really interesting data back within 15 years and do plenty of new science along the way.
The guy clearly did prevent, obstruct and/or delay the officer's performance Even this is arguable. It seems he was quite cordial to the officer and obeyed when told to stand against the wall to be searched. The matter had pretty much been resolved at this point, and the request for his license wasn't necessary for the official business.
