These come originally from BSD, and I think Linus was saying he wouldn't accept patches to them unless the patcher kept it dual licensed; e.g. first made his patches to the BSD code, and then Linus would pull from there. Linus was basically being pragmatic by avoiding an unnecessary fork, but he was also showing respect to the original authors.
