It was at some schools I went to (we moved around a lot). But all those schools were in pretty liberal areas, so it was like preaching to the choir. The people who really need to read it are the ones who have never really been exposed to its ideas.
I had some experience with this in elementary school in Oregon, about 10 years ago. Except I did the opposite of those kids... I did so well that the elementary school's library had no books appropriate for me. Thus I did not have to participate, and gained the envy of the entire school.
It's easy to get a card, but from my experiences so far you don't need one. Debit cards are easier to manage, and here in Canada they are accepted almost everywhere, and you can get one even with just a savings account, which for whatever reason I can't do with my bank account back home in the US.
You don't need a credit card to use PayPal. Just having a bank account is enough. You can't become a "Verified" member without a CC, but you generally don't need to be Verified.
Most Libertarians I have talked to want to eliminate the income tax. My question is, how would basic services be provided in the United States with no income tax?

I only played Horizons for about two weeks, but I can tell you this... the Horizons community is very touchy and defensive about their game. Recently a group of people from various fan forums descended upon the Wikipedia article for Horizons and ran it into the ground. The dust has settled and it looks good now but there were about 2 days of constant reverts, blatant bad POV edits, and vandalism.
On a highway where I live, a particular left turn light goes from yellow to red in about 3 seconds. The road the highway intersects with leads directly to the high school, so it becomes a serious problem in the morning when kids and parents are driving to school. Combine this with the recklessness of the average teenage driver, and the boneheadedness of their parents, and it is serious trouble. I see people running reds almost 2 or 3 seconds after the light turns red. Also, when the light turns green, you have to watch out for people trying to take a right; I've nearly hit idiots many times because they decide to take a right turn while I'm in the middle of the intersection making a left.
Why don't they (whoever "they" are) take more time to consider these things?
That is an intriguing idea. However, from my experiences, normals have used me simply as an information repository. If they need to know something and don't know it, they ask me. I tell them, then they're done. In any other situation they don't even acknowledge my existence.
Of course, the reason for that could be because I'm socially retarded. I'll have to think about that one...
Phoenix DSL did this. Their news feed was already terrible. They had no binaries, awful retention, missing posts...then they decided to block alt.*. Their group count went from about 9000 to 2000. Needless to say, I never used that.
Now I have GTE, err, Verizon ADSL. My ISP is Earthlink. Earthlink's news server was so slow it was unusable, until they implemented IP blocking. There were apparently a lot of people using other connections who had Earthlink accounts who were using a majority of the bandwidth. Before then, I couldn't get 20 k/s on it. Now, I can easily get 90 k/s (my maximum). And, they have all the binaries groups I could ever want. I hope it stays this way...
I just figured out how to set my Netgear RT314 to forward port 80 to my Linux box running Apache. I have only had 2 IPs hit my box so far. I decided to go to one's web page, and this is what I got:

Now, this IP range is for Verizon (former GTE) DSL near Seattle, WA, so nobody here would have a yahoo.com.cn address. As far as that PoizonBOx goes, I assume that is the name of the machine or something, but since I don't have any other samples to compare it to (the other IP didn't load), I can't be sure.
