This may be very true. However, at the younger levels, this is irrelevant. Very likely, *millions* of dollars are wasted buying PCs for elementary & intermediate schools. This is where free software could be useful and could save money.
Want the graduates to know Word, Excel, and Powerpoint? That's fine. Offer them high school computer classes. Offer summer school classes for those that have an extra interest in advanced classes. But for pete's sake, don't blow money on Office for Toddlers. What an absolute waste of money. (Yes, I have witnessed such waste first hand.. 3rd graders don't need brand new Dell boxes, IMHO.)
3rd graders learning how to use Powerpoint. Yeah, that's really productive. They're 8 years old and are already being indoctrinated into the Microsoft way of things.

But if I recall correctly, early reviews of Matrix:Revolutions (that was the third one, right?) said "Ugh. It sucks!" where as reviews of Episode III have been overwhelmingly positive.
I haven't seen the 3rd Matrix movie either. It's on my Netflix list, down below some B horror flicks. heh.
Besides, the Star Wars franchise has been a consistant money maker for years. The Matrix series kind of fizzled out.

To say that Apple is on par with Packard Bell or eMachines is just ridiculous. Computer stuff can and will fail. We've had excellent luck with the Apple stuff.
Talk to them about getting whitelisted. Since it's a government service (Indian River County) they should have little problems getting AOL to permanently whitelist the originating IP address.

So what if it's just a dirt lot under a Hwy 237 overpass? It's a great way to kill the lunch hour (or hour and a half..) and we grill up steaks or burgers or chicken.
I work right over near the Santa Clara Convention Center and I have absolutely no problem driving to any one of many many different eating establishments and getting lunch. I don't run into 90 minutes of traffic, either.
Then again, San Francisco thinks that it's part of the "Silicon Valley" so who knows, maybe that's what you're referring to.
I find that the Silicon Valley has an amazing variety of cuisine, corporate cafeterias included.;)
