I went ahead and looked it up. It turns out that the law has changed recently (11 years ago is recent to me).

    from : http://www.encyclopedia.com/html/w1/waters-t.asp

The UN-sponsored Law of the Sea Treaty, which went into effect in 1994, codified territorial waters of 12 nautical mi (13.8 mi/22.2 km) and an exclusive economic zone of 200 nautical mi (230 mi/370 km). In 1999, U.S. agencies were empowered by presidential proclamation to enforce American law up to 24 miles (39 km) offshore, doubling the previous limit.

Off the top of my head, I'd say that we could do the job by strapping the worlds largest ion engine to it and then adjusting its orbit over the course of many many years.

Yeah I know that the thing weighs a lot and that ion engines produce only fractions of a G, but once we know precisely where the thing is and what direction it's going we can do the math and figure out where to point the engine.

  10. Re:Orion Project on Asteroid 2004 MN4 May Hit Earth After All · · Score: 1

Throw it into the sun? Are you nuts? Once we control the thing we should put it into Earth orbit.

Granted, it's only 400M across, so I'm not sure how much raw materail could be pulled out of it, but it's big enough that we ought to be able to hollow it out and use it as a station.

At a minimum, we could keep it in orbit to use as a giant fly swatter for the next time a big rock is about to slam into us.

    Assuming you are running windows....

Either your DNS is screwed up, or you have been infected by Malware. Use windows update to apply all the latest security patches. Run your anitvirus scans, run adaware, run spybot search & destroy. Reboot your system, then run adaware and spybot search and destroy again just to be sure.

If the problem persists, don't give up. Web search for stories of people who have experienced similar problems.

Of course there is always the nuclear option. Burn your data to CD and buy a new computer.
