You could look at this a few different ways. First you could say that this is partially active and not totally reactive. Laptops were lost or stolen with large quantities of data, it's not sure if that data was used for nefarious purposes right at least it hasn't been disclosed publicly. So you could say that this is a semi active response. Some one said we got darn lucky lets remove this vector.
Also think about all the ways some one can get to your data. You have to step up your protection to all of these threats all the bad people have to do is find the weakest link. Now I'll be the first to say that a good DAR policy should have been an obvious precaution but thats neither here nor there. At least they are taking steps make this not the weakest link.

At some point recording everything that happens requires a system as large as the system being recorded. So by that token you could say you don't need to record everything about everything. Them saying a flying model of an X-wing and when you read a little deeper it "flew" in computer simulations. I'd imagine parcel companies either don't even see it as profitable yet and haven't done any feasibility studies or they have done feasibility studies and it's not worth it yet. It's a nice thought but I think that argument would only work for a small subset of crimes, what about assaults, batteries, crimes of passion, rapes etc? For that mater what about Juvenile offends, they can live in a very nice house and want for nothing and will still commit crimes. Could be something stupid like graffiti or vandalism but as someone said above if the opportunity is not there then their is a good chance the crime won't happen.
