I work in tech support at an ISP and I can tell you that very few ISPs would do this.
In my experience, the people most likely to have bots running on their systems are also the people least likely to know how to reformat their systems. Also, those people usually don't want to spend more money on their computer then they already do. All we can really do is tell people how they can get rid of the malware and hopefully they will try.
My guess is that an ISP that would do this would most likely lose more business because of this than it's worth.

I work for an ISP too and we do backups nightly. We just rsync it too an other server, in a different data center, during the night when the bandwidth isn't being used. Not a single backup tape involved.
Of all the things you could screw up for your customers. Losing their email is the last thing you would wan't to do.
Why would the Norwiegians care about aquatic life? They've been violating international treaty on whaling for decades, along with Iceland and Japan.
First off, Iceland hasn't been whaling since 1989 in order to oblige to the treaty.
Second, the whaling treaty has become obsolete because of whale overpopulation but the tree-huggers don't want give up the fight because it generates so much income for them. We either have to stop fishing or start whaling because otherwise other fish will become extinct.
We hear of a "Digital Divide", but never a "Health Halving" or a "Food Fjord" or a "Freedom Fission". "Digital Divide" seems to be just a handy buzz term to throw around when you are a technologist and have no real ideas that address a country's true problems...
Fixing the "digital divide" is really fixing a problem that leads to other problems. Giving people in developing countries a chance to be a part of the "digital age" might improve the economy of those countries and therefore decreasing the problems you speak of.
The bottom line is: if we don't fix the economies of the developing countries, the hunger will continue. Sending food saves lives but it really is just a temporary solution.

I sympathize with the Israeli people, but also for the palestinian people. People always want there to be one bad guy and one good guy. But the fact is, both nations have suffered a lot.
Not all palestinians are terrorists, just like not all israelis agree with what Sharon is doing. What I think is the worst thing about this is that the rest of the world seems to want to take sides in this war instead of trying to stop it.
The only way this war is going to end is if the western nations pull together and send troops to the area and try to seperate the two nations with force.

You don't need to build the island. Just take iceland, it's practically in the middle and the fiber is already there.
Since Iceland doesn't have an army, all you you have to do is spend about half the money to get Iceland kicked out of NATO, the rest on mercenerys to overtake the country.

I had one of these and it worked quite well for me, the advertised speed was from 256kbps to 4,5 Mbps depending on the wiring in the users house.
I got about 1 Mbps but it somtimes went down to about 300kbps. I guess the avarege speed was about 600. For the price it was a pretty good, but then I moved and the powercompany still hasn't installed the system in my new neighbourhood.
This thing is great if you are afraid of thieves First they would have to cut of your hand and if that doesn't scare them you can track them down with the GPS system.
