That was a great couple of days. I set two high scores those two days.
The problem is, there are WAY too many people out there that think QOS stands for Queen of the Stone-Age and not Quality of Service.
The ISP is in a no win situation, IMO. On the one hand, they have potentially hundreds of thousands of users using VOIP services who don't know the first thing about QOS, but do know the effects of jitter or packet loss, so they complain.
What's the ISP supposed to say? "Turn on QOS?" Not that simple. On the other hand, if they do prioritize packets, then they get people who don't want them to. So it's a damned if you do, damned if you don't situation.

Back on topic...I know the answer to the question I'm about to ask is going to be "because I can", but seriously, why bother with this? Not trolling, just asking a (in my mind) legit question. What could you do with this computer that would be worth it? Say you get it working, then what? Now you can point at it when someone comes over to your house and say "That computer is 25 years old!" They can say "so what can you do on it?" "Nothing".
Not only that, but c'mon, this is Kalifornia we're talking about. They're operating at a huge deficit. This type of stuff is stupid, and explains exactly why Cali is in this situation to begin with.
I've never seen a state so intent on "protecting" their citizens from themselves like California. It's sad.
(I spent 5 years in California, I love the state itself, it's a wonderful place, but damn, those folks are cutting off their noses to spite their face, I swear)
I know there are plenty of examples throughout history where the military has quelled it's own populace, but I would like to think that US troops would hopefully be above that. I never understood this mentality, the one where the people you're protecting aboard are all the sudden worthless and you should beat the crap out of them, or worse, slaughter them. I'm sure someone has researched it fully, but honestly, I don't get it.
I served for 5 years in the Marine Corps, and obviously I was never faced with this situation, but I would hope that I would see through the B.S. and refuse unlawful orders that asked me to harm the civilian populace. (defending yourself from attack is another situation though.)

You have the rail and transit infrastructure. In most cases, European countries are a lot smaller. In most cases, you can WALK to the grocery store. Where I grew up, walking to the grocery store would take several DAYS. In short, our transit infrastructure (for the most part) sucks, the country is huge, and the population isn't nearly as dense.
