What really cleaned up the US from the hyperviolent times of the 70s and 80s was more stringent laws - you know, those protections that conservatives always whine like little babies about - that lowered the levels of lead in the environment (leaded gas, paint, etc). In specific locales in the US, time after time, as environmental lead levels dropped, crime rates fell right along with them.
Take a look at the real facts and figures sometime, if you've got the courage, oh AC. You won't find anything like as close a relationship between crime rates and zero tolerance or mandatory minimum sentencing.
