There are still many things about the US that we can be proud of, but Presidential elections are not one of those things. The electoral system, lousy first across the post ballots, low turnout, voter disenfranchisement, faulty voting machines, elections held on work days, ridiculously long and expensive campaigns....
I could go on, but the system has countless flaws. Other countries can and do do it better.
It seems like a great idea, but I tried it several years back and never was able to find a way to overcome the mischievous gnome issue. If you manage to keep them off of your data I think you'd have a winner.

The problem is why would the credit card companies want to do that? The only people the credit card companies don't want to give credit to are people who can't pay their bills, gullible or not.
The OP's point was pointless. An astoundingly small percentage of the population responds to Spam. There is no way imaginable to magically stop every single ignorant, insecure, chump with a credit card from using it for herbal penis pills.

It would be the height of stupidity for a website to require this since it would require all their users to not only be using wifi, but be using wifi on a registered WAN. I imagine this would take a huge chunk out of their potential user base.
Then again, for DRM stupidity was no obstacle. So, who knows.
If you don't have an unlimited voice plan, you get charged around $.40-$.45 per minute over, twice as much as the $.20 for a text message.
With those numbers voice costs more then text only if you assume one text message is equivalent to 30 seconds worth of conversation. In practice I doubt that's the case.
