Not really - there are legitimate business uses for Facebook - social media posts, marketing research, and advertising etc. So you have to have finely granular control over who is and is not authorized to use Facebook. Also you run the risk of pissing off your employees because you are clamping down on internet access. You have to pick your battles as a manager.

What people suffering from dementia really need is a cure for dementia. Almost all causes of dementia are either potentially treatable or preventable. In fact in almost every case, physician-assisted suicide / euthenasia is or will relatively soon be a cop-out. Cancer, heart disease, stroke, and other leading causes of death are all within realistic shooting distance of advanced technologies and a new group of researchers that have finally figured out that aging is really the big disease that everyone has previously ignored but in fact is perhaps the only disease we really need to treat in most cases.

In the U.S. Vlad is short for any (male) name that is vaguely Russian, Romanian/Transylvanian, or more broadly eastern European. For instance if you meet someone with an eastern European accent you can call them Vlad, although typically not to their face because otherwise you can come off looking like a dick. In a pinch it can also be used for anyone that is not originally from the U.S., or for people who are from the U.S. but have an appropriate ethnic background, suitable for racial stereotyping.

The way this works everywhere else is that a standards body comes up with standards and they are adopted by different government agencies.
