No, there's no way that mass transit will work on a large scale in general with the sort of population densities there are in the US. Unless people are forced into it, which doesn't work too well in a democracy.
Raising the price, or perhaps forcing the entire cost of driving (roads, pollution, etc) onto drivers through taxation will get them off the roads.
I still think the cost of mandatory minimum liability insurance should be priced into every gallon of gas. Not only does it make gas more expensive, it guarantees that every car is insured, and you pay for insurance only when you drive. Of course, that would only apply to fossil-based gas, ethanol/butanol from renewable sources wouldn't be taxed, at least until a majority of the fuel delivered was renewable.
And the retail market for comprehensive and other forms of insurance would still be around for financed vehicles, antique/restored, etc.
Whoda thunkit, make gas more expensive and people use less of it. I'm shocked, shocked!
Here's hoping gas prices stay high so the poor stay off the road. Underinsured vehicles, poorly maintained jalopies and more traffic are not my idea of things I want to be around during my commute, so if gas were $4/gal and that reduced congestion I'd be a happy panda.

Each nation would be allocated a certain tonnage of carbon-based gases, and they'd choose how those allocations are parceled out.
Oh, and a commitment to converting 50% of the world's coal-fired power plants to nuclear by 2020 is a must.
BTW, I play this on my old 32" analog TV and everything looks OK and the ingame text is readable (if smaller than I'm used to).
Why buy a 360 without a digital TV? For this game and to be able to play XBL with my fam. I can still take 'em in Halo 2 but I get pwned in Call of Duty 2, go fig.

Don't forget Alien vs. Predator for Atari Jaguar.. Halo 2 "stole" the idea of letting you play either the "good guy" or the "bad guy" (or the other "bad guy", and storywise it was pretty evenhanded actually).. Also, AvP was the first game that had me looking over my shoulder, flipbook-framerate and all..
And IMHO Halo 2 should have also stolen more of the gameplay mechanic, such as the species-specific bonuses and penalties.
Solaris may have sucky package management and be backwards in other ways, but they've had snoop -a for years and years and years.. Very cute to listen to packets on a SPARC20 external speaker...
Rant summary: There will be no carbon credit scheme unless and until it binds _all_ nations, including China, Russia, Kazakhstan, etc. The USA won't stand for anything less, thank goodness. It seems to me that both shuttle disasters were in part caused by cold weather. With the Challenger it was brittle O-Rings and with the Columbia it was iced-up chunks of insulation. Perhaps there should be a mandate that the shuttle can launch only if the area's temperature has been above, say, 55 degrees F for 48 hours?
There may be a shortage of "qualified people who can do the work at the wage we want to pay", but there is no such thing as a shortage of qualified people.
If you can't find enough qualified applicants, simply raise your offered compensation until you do. That's how markets work.
