Our educational system? Sure copyright is an issue that is controversial, and piracy is a problem, however I don't think that it is a good idea for corporations to be the ones funding this type of thing. It compromises the educational integrity of dealing with the subject subjectively from both sides. I wouldn't be surprised if in the future someone gets suspended for wearing a "bit torrent" t-shirt on anti-piracy day or something...
The problem with forcing everyone to run a specific anti-virus software product as a policy is that if students are bringing in their own boxes they aren't always going to be running Windows. You need to also make provisions for those using non-windows OSes such as Linux or the Mac OS.
I beta tested software that does something like that called Digimarc Mediabridge where you could hold up a watermarked magazine article to your webcam and the software would send you to a URL with more information on it. Wired and Popular Mechanics both used the technology for a while. It now is pretty much dead as far as I can see.
It was good with just cartoons for kids. I personally do not feel that it should be trying to get adults on it with anime and other like shows. They should spend more resources playing some of the real good cartoons such as Garfield, and Transformers. If they did that it would help the ratings much more because they're still targeting kids, and parents who grew up with the series now can share the shows with their kids. Have to love the nostalgia factor...
Actually it didn't show-up on P2P. Vertigo was released to radio at the end of September, and to iTunes at the same time. The stolen CD was recovered.

They tried that system already. They called it "communism" or "socialism" and it failed. In fact it failed a lot...
I wonder how expensive it is? Could be a cheap solution for other home brewers to implement...
