Its not really the DRM, so much, as it is all the "features" (cough cough) that supports the DRM, especially how Vista encrypts alot of traffic crossing the system busses...and how Vista checks the "tilt bits" many many many times per second. All this needless "housekeeping" slows the system down.
You should see how long Vista takes to boot up and run on a Sempron 3100+ with 512mb of ram...
I would guess that at some later date (x years from now; x==5, x==10, x==100) once the WinFX API is established and becomes the primary API used by windows system-level programming, then the Win32 API underneath may be rewritten in.NET.

In his own words humiliated, Monninkhof and his partner were halfway to Vegas to make their presence known, when they decided not to burn any bridges and returned to the Netherlands. However, they did decide to take legal action.

It's not J. Michael Straczynski's fault. Michael O'Hare got discouraged and left. Which messed up the plotline immensely. Straczynski had to do all sorts of bizarre continuity changes to explain away his characters dissapearance. I suspect in the original storyline both the Shadow War and President Clark plot threads ended at the end of Season 5, followed immediately by Jeffrey Sinclair becoming Valen. (ie. no Bruce Boxleitner/John Sheridan at all.)
