I would have to say that there are very few books in digital format that I have read more than 1 chapter of WITHOUT buying a hardcopy version.

Alot of people do a great deal of reading in their "library" (the one with the porcelin chair). I can think of few things less appealing that moving my computer (laptop, handheld, etc.) into the loo in order to read the latest G.R.R. Martin novel and lying in bed with a full tower PC under the covers in order to read Calvino would get old in short order.

Having knowledge as to the whereabouts of known sexual predators in your area is not "punishing" THEM.
Being the father of two small children, I definitely am interested in the number of sexual predators in my area.
Having perused my state's Offender's registry, I was surprised by the number of repeat offenders that are still loose on the streets.
Knowing the areas that had a high concentration of rapists definitely played a part in my house hunting decisions.

A better implementation for this would be to link to each individual State's sex offender's registry. This data is readily provided and is in the public domain.

I've never heard of a Wather radio (I tend to stick to the more common brand names i.e. Sony, Panasonic, Alpine, etc.), but I make mine active by pushing the power button.

Most also come with a volume knob to increase or decrease sonic activity. Your mileage may vary.

Back in the day (sic), digging a deep hole and covering it with concrete was considered a good way to remediate these areas. Now we know better. The problem now is the remediation of the old remediation areas.
