There are also other laws that come into play. It's mandated that you must be taken care of at the ER. So if you aren't wearing a seatbelt you will be in worse condition (if you survive) and cost more money. The hospital will either have to write this off or it will end up coming out of taxes somewhere (assuming you don't have insurance).
There are alot of assumptions and circular logic built into America's law code. It's almost like programming.

I would not like to work for that company.

I'm not really sure this isn't being blown out of proportion. It sounds like they just want to do the same thing cable companies are doing with their video on demand, etc... If they give you a 100mb pipe do you really care if they say you can only use 80mb of this pipe, we are saving 20 for our own services or services that pay to use it. Comcast has a much bigger pipe then they are willing to allow internet traffic on, that's why they can push all those channels at you.

There also seem to be some techs that the AI will not trade and espionage is almost impossible in CIV3.

If people would let some of the used up comics in the newpaper end there would be room for new people. I'm talking about crap like Family Circus (now drawn by father and son team, dad's almost dead), Peanuts (rerun of classics, creator is dead), Garfield (how many times is lasagna funny). I can barely even enjoy the comics in the sunday paper anymore. I just skim out the few that aren't worthless drivel.
