The problem with walled gardens is that the best plants always end up outside it. If service providers don't want applications and or devices on their network then they should not be allowed to advertise their service as internet service. They could use more accurate descriptive terms like cripplenet service. I suppose that should be shortened to cripnet.
Design an exam that tests the understanding of the students instead of specific knowledge. To go a step further make the student choose some factor that will make each exam unique so they can't collaborate to solve one problem.

British Columbia is getting ready to do it to the provincial Liberal party if you want to see the whole process in action. From Government ignoring the demands of the people through the upcoming recall of all liberal party legislators and right through to final destruction of the party in the next election still 3 years away. Just follow the HST debate in BC and you can see our whole process from bad policy decision right through to final rejection by voters. I expect the next election will see the rise of the Green party and demise of the Liberal party of BC. Then the whole process will start again.
They criticize the Chinese about freedom of the press and then do everything they can to prevent truth escaping into the wild in Canada. Unfortunately by trying to hide the truth they highlight that this is good area to look for whatever they are trying to hide. Which highlights another Conservative trait, they aren't very bright.
Trying to secure the internet is like trying to stop air flowing through a screen door. They might have better luck securing critical infrastructure and implementing a backup communication channel for that infrastructure should the internet be compromised.
Once again Microsoft chooses to litigate instead of innovate. I guess Bing didn't crush Google quite as firmly as Microsoft hoped so they had to find proxies to launch baseless legal attacks until they think of something else. The technology landscape would be vastly improved if Microsoft would just dissolve and go away.

Just driving down the street Google managed to compromise everyone's privacy. Imagine what they'd do if they built your house!
All the manufacturers have to do is get the patents invalidated which is entirely possible.
So once this gets to the Supreme Court, Microsoft won't have any business at all!

The design of the internet simply doesn't allow for a 'kill switch' so it doesn't matter what legislation they pass, it won't work.
We'll probably have one shortly after we figure out what gravity actually is.
